As one might already guess by the name, this immigration program to Canada has to do with the different provinces of the country.
Because each individual province of Canada has their own economical and geographical needs, the Provincial Nominee Program is aimed at those foreigners who have the skills, education and work experience to contribute to the economy of a specific province or territory.
It is important to note that those who immigrate to Canada through a Provincial Nominee Program must show interest in living and working in said province, overall contributing to its economy and society.
Each province has its own programs, or “streams” that targets certain specific groups of people, with their own set of rules, depending on the needs of that location. Some streams might be available frequently, while others may open only once in a while.
No matter which province you intend to live in Canada, as a part of the Provincial Nominee Program (PNP) process, you need to go through a medical exam and get a police check (certificate). But how to apply to a Provincial Nominee Program (PNP) and its requirements will depend on the province you're applying to. There are two ways of applying:
On a paper-based application for the PNP, if you meet the eligibility requirements of the province of your choice, you apply to the province for nomination under a non-Express Entry stream. Once you have been nominated, you submit a paper application for permanent residence to IRCC (Immigration, Refugees and Citizenship Canada). Paper based applications processing times are usually longer than online applications.
If you meet the eligibility criteria for the province or territory of your choice, you must submit your express entry profile and, after you are invited to apply, submit your application electronically to IRCC.
To apply for a Provincial Nominee Program (PNP) through the online Express Entry process, you either:
Contact the province or territory and apply for a nomination under an Express Entry stream, and if the province or territory agrees to nominate you, you create an Express Entry profile (or update your profile if you already have one) and show you have been nominated.
OR
You create an Express Entry profile and show the provinces and territories you’re interested in, then, if a province or territory sends you a “notification of interest” to your account, you contact them directly. After that, you apply to their Express Entry stream, and if you’re nominated, the province will offer it to you through your account, and you accept it electronically.
